UKLFI: Supporting Israel with legal skills

Doctor suspended for nine months after UKLFI complaint over antisemitic social media posts

A doctor who posted “Death to Israel” and threatened that Arabs would “wipe” Israelis “completely from the face of the earth” has been suspended from practising medicine for nine months following proceedings before the Medical Practitioners Tribunal.

The General Medical Council (GMC) informed UK Lawyers for Israel (UKLFI) on 14 September 2026 that the Tribunal had found Dr Muhammad Abdelmoez Abdelmoghny Khalil, GMC number 7499689, to have impaired fitness to practise and had imposed a nine-month suspension.

The GMC said that Dr Khalil has 28 days in which to appeal the decision. It described the suspension as an “immediate suspension beginning from 14 September 2026”, while also stating that the substantive outcome would come into effect on 13 October unless Dr Khalil appeals.

UKLFI had reported Dr Khalil to the GMC in October 2023 after discovering a series of extreme posts on an Instagram account which was attributed to him. UKLFI’s complaint identified him as a vascular surgeon at Liverpool University Hospitals NHS Trust.

Among the material reported by UKLFI was an image of an Israeli flag crossed out in red accompanied by the words “Death to Israel”.  Another posts said “..our goal is the complete eradication of Israel”.

UKLFI also complained that Dr Khalil had denied that Hamas carried out a massacre in Israel on 7 October 2023, accusing Israel and Western media of fabricating reports of what had happened. He subsequently blamed “the Zionists” after Instagram restricted his account.

Another post reproduced a quotation attributed to former Egyptian President Gamal Abdel Nasser calling for the “complete eradication” of Israel. UKLFI argued that the post demonstrated support for Israel’s destruction.

Perhaps the most disturbing post contained an explicitly anti-Jewish message which stated: “We, the Arabs, are going to wipe you completely from the face of the earth! You can shove your Torah, your Talmud, your Moses and all your prophets up your stinky ass.”

UKLFI told the GMC that this material demonstrated extreme hostility towards Israelis and Jews and raised serious concerns about whether Jewish or Israeli patients could have confidence in being treated by the doctor.

The Medical Practitioners Tribunal hearing took place in Manchester between 1 and 9 September 2026. The full written determination is expected to be published by the Medical Practitioners Tribunal Service.

A UKLFI spokesperson said:

“We welcome the Tribunal’s finding that Dr Khalil’s fitness to practise is impaired and its decision to suspend him for nine months. The material we reported went far beyond legitimate criticism of Israel. It included ‘Death to Israel’, threats to wipe Israelis from the face of the earth, and grossly offensive references to the Torah, Talmud, Moses and Jewish prophets.

“Doctors occupy positions of enormous trust. Jewish and Israeli patients must be able to enter a hospital without wondering whether the doctor responsible for their care harbours this degree of hostility towards them or their community.

“This case also demonstrates why it is important that extreme and hateful social-media activity by healthcare professionals is taken seriously by their regulators.”
